Picture background

The Government of Saint Kitts and Nevis has taken an important step in modernizing the border management system — the Advance Passenger Information and Passenger Name (Amendment) Bill, 2025 was adopted, paving the way for the introduction of electronic travel authorization (eTA) as early as June 2025

🎯What's changing

  • Automated data collection: airlines must transfer passport data (API) and passenger records (PNR) both the national authorities and the CARICOM-IMPACS at the same time
  • Biometrics collection and risk analysis: for arrivals from visa—free countries, a mandatory online application before the trip, biometric scanning and verification by AI algorithms with a digital pass (DTC)
  • Bio corridors: special ones will be installed at the airport strips for accelerated verification, without paper forms and long queues

Why is this important

  • Alignment with international standards: compliance with ICAO, IATA and WCO standards is enabled, and audit readiness is already 80%, the goal is 100%
  • Improving security and the economy: Premier Drew noted that similar technology in the Seychelles has led to increased tourism, interceptions of large-scale contraband, and accelerated economic recovery after COVID
  • Convenience for travelers: online application plus biometric verification prior to entry, and upon arrival— expedited passage through eTA biobanks

Comments from the authorities

  • Prime Minister Drew: "... this is not a guess – similar systems in the Seychelles have increased the number of successful interceptions of drug couriers, the detection of forged documents and contributed to the restoration of tourism."
  • Minister of Tourism M. Henderson: the country is 80% ready for the Annex 9 audit, and with the adoption of amendments it will be 100% ready

When

  • starts, eTA will start operating as early as June 2025, the exact dates are after technical verification and test delivery of the system
  • on June 6 the system will be integrated with biobands in RLB airport, speeding up border control

Why Russians choose citizenship of Saint Kitts and Nevis

For many Russians, the passport of Saint Kitts and Nevis has become a strategic tool in the context of geopolitical instability. The citizenship of this Caribbean country allows visa-free travel to more than 140 countries, including the Schengen area, the United Kingdom, Hong Kong and Singapore (subject to current restrictions). It also provides an opportunity to simplify international banking and investment operations, open companies abroad and get an alternative "plan B" in case of unpredictable events inside Russia. The popularity of the Citizenship by Investment (CBI) program among Russians has grown significantly since 2022, especially among entrepreneurs, IT specialists and investors seeking freedom of movement and capital protection.

Conclusion

The adoption of the ETA Amendment Bill is not only a technological step, but also a strategic decision that strengthens security, accelerates the flow of travelers and enhances the tourist attractiveness of the country. Saint Kitts and Nevis is becoming a leader in digital border control in the Caribbean region.
