
Buenos Aires-Ayres, July 30, 2025 — The President of Argentina signed a decree opening the possibility of obtaining Argentine citizenship for foreign investors. According to the new regulatory act No. 366/2025, foreigners who have made significant investments in the country's economy will be able to apply for citizenship, regardless of the length of residence in Argentina.
What is changing?
The adopted amendments relate to the Law on Citizenship No. 346, which has been amended to allow naturalization by investment. The decree provides for the creation of a new body, the Agency for Citizenship through Investment Programs. This structure will work as part of the Ministry of Economy and coordinate the process of granting citizenship to investors.
Now those who have invested in projects recognized as "relevant" by the Ministry of Economy will be able to obtain the status of a citizen. At the same time, the Ministry itself is responsible for determining the specific types of such investments, which will be clarified by a separate regulatory act.
How will the mechanism work?
- Submitting an application. A foreigner who has made an investment applies to the Agency for Citizenship by Investment Programs.
- Initial assessment. The Agency analyzes whether the investment meets the criteria of a "relevant investment".
- Interagency verification. In case of a positive preliminary assessment, an examination of the applicant is initiated with the participation of:
- Ministry of National Security,
- Financial Information Service,
- National Register of Offenders,
- RENAPER (register of individuals),
- State Intelligence,
- and other agencies at the agency's discretion.
- Final decision. Based on the information collected, the Agency generates a report with a recommendation. The final decision on granting citizenship is made by the National Directorate for Migration within 30 working days.
- Tax accounting. If citizenship is granted, ARCA (agency for control and collection of customs duties) provides registration of CUIT— the Argentine tax ID for the new citizen.
Additional provisions
- The Agency receives the authority to develop by-laws regulating the procedure for submitting and reviewing applications.
- All measures taken will take effect from the date of the official publication — that is, from July 31, 2025.
Why is Argentina doing this?
The new policy is aimed at:
- Raising long-term capital,
- Creation of new jobs,
- Increased business activity,
- Strengthening institutional control in the granting of citizenship.
The authorities emphasize that the mechanism will be transparent, multi-level and focused on protecting national interests.
