UK introduces visas for Saint Lucia citizens: visa-free entry revoked, diplomatic standoff announced

As of 5 March 2026, the UK authorities have ended visa-free entry for citizens of Saint Lucia. The decision was confirmed by the government in Castries, stating that the new visa requirement is being introduced immediately.

Under the update, the visa regime takes effect at 15:00 GMT (11:00 AST) on 5 March 2026. At the same time, Saint Lucian citizens will be required to obtain a UK airside transit visa when making a connection in the UK en route to a third country.

A six-week transition window has been put in place for adjustment purposes—until 16 April 2026 (15:00 BST / 12:00 AST). During this period, certain exceptions will still apply.

How the transition period will work

During the transition window, Saint Lucian citizens who have already received an Electronic Travel Authorization (ETA) and have arranged their trip before the rules change may enter the UK without a visa, provided they arrive before the transition window closes.

London’s position: reasons and figures

In a letter to Castries dated 4 March 2026, the UK Home Office set out its rationale. The document notes that between January 2022 and December 2025, 360 Saint Lucian citizens submitted asylum applications in the UK, with 128 cases—i.e. 36%—in which applicants were already at the time of arrival, meaning the cases were identified at the border.

According to figures as of the end of the most recently published quarter (December 2025), 222 Saint Lucian citizens were receiving support under the asylum process; of these, 213 were housed in accommodation provided by the Home Office.

The UK side described these numbers as disproportionate relative to Saint Lucia’s population (around 180,000 people), stressing that every asylum claim increases pressure on border and migration systems.

Particular emphasis in the explanation was placed on the citizenship by investment (CBI) programme—acquiring citizenship through investment. The memorandum states that the sale of citizenship is considered a practice with a “high degree of risk”, while also acknowledging steps taken by Saint Lucia over the past year to reduce related risks.

It is also reported that in 2023–2024 (the latest period for which statistical data is available), Saint Lucia’s programme received about 5,642 applications—representing a 423% year-on-year increase.

The UK said that this surge “directly coincided” with a rise in cases where people were identified when attempting to use Saint Lucian passports to enter the country and then file for asylum or apply for illegal employment.

Castries’ response: diplomatic dialogue continues

The Saint Lucia government acknowledged that the decision is causing concern among many citizens, including those who travel to the UK for family visits, business, education, and tourism.

At the same time, Castries assured the public that “active diplomatic engagement with the UK is continuing”. It says Saint Lucia’s authorities will keep negotiating with UK counterparts to “explore ways to preserve sustainable mobility conditions” between the two countries.

Additional clarifications on visa application procedures will also be provided as new information becomes available.

Background: Saint Lucia is the second Caribbean CBI country to lose visa-free access

Saint Lucia has become the second country in the Caribbean region to grant citizenship through investment and, at the same time, lose visa-free access to the UK. Previously, in July 2023, the UK removed visa-free privileges for Dominica, citing that (then) Home Secretary Suella Braverman described CBI programmes as “clear and obvious abuses”.

The decision on Saint Lucia comes amid intensifying international scrutiny of Caribbean citizenship-by-investment programmes, including by the EU.

It is also reported that the United States has frozen the processing of immigration visas for all five Caribbean CBI countries and reduced the validity of visas for Dominica and Antigua and Barbuda from 10 years to three months.
