Uzbekistan launches new five-year residence permit program through donation

Starting from June 1, 2025, a new program for obtaining a five-year residence permit will be launched in Uzbekistan. Foreign citizens and stateless persons will be able to obtain a residence permit by making an irrevocable contribution to the state fund.

According to Presidential Decree No. PF-67 dated April 18, 2025, the minimum donation amount is 250,000 USD for the main applicant. When adding family members, an additional 150,000 USD is required for each person (spouse, child, or parent).


How can I get a residence permit in Uzbekistan:

The new program is an addition to the existing methods of registration of residency:

  1. Donation — a contribution of $250,000 per applicant and $150,000 per family member. Five-year residence permit.
  2. Investing in a business — investing at least $250,000 in a registered Uzbek company entitles to a three-year residence permit with the possibility of extension. Investments of $3 million or more allow you to obtain ten-year resident status.
  3. Purchase of real estate — purchase of real estate worth from 100,000 to 300,000 dollars, depending on the region. With this option, an indefinite residence permit is provided.


What is important to know about the new program

  • Easier than before: there is no need to create a company or buy real estate — just make a donation.
  • Available to everyone: citizens of any country can apply for the program without restrictions.
  • Financial burden on the family: for a family of four, the total donation amount will be about $700,000, which makes this option less attractive for large families compared to investment programs.


Upcoming clarifications from the authorities

Prior to the launch of the program, the Ministry of Internal Affairs and the Cabinet of Ministers of Uzbekistan must determine:

  • the exact details for making donations;
  • the terms and procedure for reviewing applications;
  • the conditions for extending the residence permit at the end of the five-year period;
  • additional measures for financial transparency and anti-money laundering.


Thus, the new scheme will provide foreign investors with an easy and fast way to obtain a long-term residence permit in the rapidly developing Central Asian state.
